France’s Government Bets Big on Digital Suite to Modernize Administration!

While Wednesdays may typically be low-key, they are notably significant for legislative work and announcements. The Interministerial Directorate of Digital Affairs (Dinum) is pushing forward with the digital transformation of government operations by introducing a collaborative suite designed to unite public officials. This platform is crafted to enhance cross-ministerial work and includes several crucial tools: instant messaging, web conferencing, file sharing, and a common workspace.

A Project Born from the Rise of Remote Work

This initiative was unveiled in May 2024 in response to the growing demand for remote work capabilities, which was intensified by the Covid-19 pandemic. Initially conceived as a collection of standalone applications, the state’s digital suite has since been restructured to provide a more coherent and integrated solution.

The goal isn’t to replace the productivity suites everyone uses, but rather to offer common workspaces that are accessible to all with just one click, explains Samuel Paccoud, director of the digital suite within the department that operates interministerial product services at Dinum.

What is the Interministerial Directorate of Digital Affairs (Dinum)?

It is the agency responsible for leading the digital transformation of the French state. Operating under the Prime Minister’s authority, it sets the digital strategy for administrations, promotes innovation, and develops common digital services to enhance the efficiency of public action.

Dinum supports the transition towards a streamlined and more connected administration, ensuring digital sovereignty and data security. It has spearheaded projects like FranceConnect, the modernization of the state’s cloud infrastructure, and this recent interministerial digital suite for collaborative work.

A Platform to Strengthen Interministerial Collaboration

The main purpose of this digital suite is to standardize collaboration tools across administrations while ensuring data sovereignty, with essential features like instant messaging, video conferencing tools, a file-sharing space, and collaborative applications.

Unlike proprietary solutions like Microsoft 365 or Google Workspace, the digital suite favors sovereign and secure technologies to ensure data confidentiality and the French administration’s digital independence. It addresses a critical need for security and control of infrastructure, in a context where reliance on foreign private solutions raises strategic concerns.

With this new platform, Dinum aims to simplify the work of public officials and enhance coordination among ministries. A step toward a faster and more connected administration, although it still requires support for some individuals, especially older adults who might feel lost in this new digital era.
