During the Vivatech trade show, Clara Chappaz, the Minister for Artificial Intelligence and Digital Affairs, announced the formation of the National Council for AI and Digital Affairs. This body is designed to guide public policy amidst a backdrop of technological revolution and unprecedented geopolitical tensions. This initiative essentially reshapes the previously dissolved National Digital Council, now expanding its scope to include artificial intelligence.

Expert Guidance for Public Initiatives
Artificial intelligence (AI) now permeates various sectors—from healthcare and security to education and culture. Consequently, it has become crucial for the government to acknowledge this unique player by creating an independent, multidisciplinary space for reflection, grounded in real-world applications. “In an era where digital technology has become highly political, the establishment of the CIAN provides a zone for free, independent, expert, and open reflection,” Clara Chappaz emphasized in the official press release.
The CIAN will be co-chaired by two prominent figures in the French tech ecosystem:
• Anne Bouverot, Chair of the Board of Directors at ENS, co-founder of the Abeona Foundation, and co-author of a report on AI delivered in March 2024. She also represented France at the AI Action Summit in February.
• Guillaume Poupard, former Director General of the ANSSI and now Deputy General Manager of Docaposte, a recognized expert in digital security and sovereignty issues.
A Streamlined Structure for Enhanced Connectivity
To fulfill its mission, the CIAN will rely on a council comprised of 14 qualified members, lawmakers, as well as thematic working groups that include associated experts depending on the topics at hand. It will be part of the network of the High Commission for Strategy and Planning, creating links with other institutions such as the Economic Analysis Council, the CESE, or the Digital Ethics Committee.
A general secretariat attached to the Directorate General for Enterprises will handle the operational coordination. The full list of members will be disclosed following the official decree establishing the CIAN and the appointment order.
Given the rapid advancements in technology and the rise of generative AI, the CIAN will also play a critical role in promoting a rigorous and well-informed public debate. Digital sovereignty, algorithm transparency, AI ethics, cybersecurity, inclusion—there are numerous projects and challenges ahead.
