The Digital Services Act Sheds Light on User Metrics
X’s recent report under the Digital Services Act has revealed a substantial drop of more than 10.5% in its monthly active users across the European Union in just five months. These figures, from the transparency report published in April 2025, span from October 2024 to March 2025.
X now claims to have 94.8 million monthly users in the EU, down from over 105 million previously. This is even lower than the user count before Elon Musk took over in 2022.
Significant Drops in France and Germany
A closer look at the data shows that the platform’s reach has significantly diminished in several key markets. In France, X lost 2.7 million users, dropping from 20.1 million to 17.4 million. In Poland, the decline is nearly 2 million, while in Germany, the platform has fallen by 1.5 million users. Spain also saw a decline of over one million users. In smaller countries like Luxembourg and Lithuania, a quarter of the user base has abandoned the platform. The trend is clear: user engagement is on the decline, despite the management’s efforts to boost public relations.

User Exodus Extends Beyond Europe
While the DSA mandates X to disclose its European data, the platform remains tight-lipped about its performance in other markets. However, data from third-party sources like the Financial Times suggest that the issue is global.
In the United States, X is reported to have lost nearly 20% of its daily users. In the United Kingdom, the reduction could be as much as one-third. These declines are in addition to falling revenues and ongoing controversies since Elon Musk’s takeover of the network.
The surge in activity following Donald Trump’s victory in the 2024 U.S. presidential election did not reverse the downward trend. The acquisition of X by xAI, an AI company launched by Musk, also did not reassure European users.
