The High Committee for Transparency and Information on Nuclear Safety
The High Committee for Transparency and Information on Nuclear Safety (HCTISN) is actively seeking the opinions of the public. The Committee is particularly interested in views about the potential lifetime extension of twenty reactors across eight sites in France.
Regulatory Frameworks and Public Inquiries
Regulations do not set a specific operating duration for nuclear installations. Instead, a periodic review occurs every decade. The widespread idea of a “technical operating assumption” suggesting a forty-year limit is not a fixed rule. According to the law on energy transition for green growth passed on 17 August 2015, public inquiries are necessary for the operation of nuclear reactors beyond 35 years.
HCTISN’s Preliminary Consultation
The HCTISN has initiated this preliminary consultation to engage the public in a dialogue regarding the operation of 1,300 MW nuclear reactors beyond their forty-year mark. Reactor number one of the nuclear power plants in Paluel and Cattenom will be the first to undergo this fourth periodic review in 2026.
The Public’s Role and EDF Involvement
Public members are encouraged to submit their opinions until 30 June 2024. The operator of these nuclear power plants, Electricite de France (EDF), will also participate in the review process, ensuring a holistic view on the matter.
Inspections and Safety Reports
The Nuclear Safety Authority (ASN) will subsequently submit its conclusions to the government. These findings will come from a variety of sources, such as reports, controls, and potential changes, focusing on the safety of the plants and the feasibility of extending their operation.
Public Meetings
Those living around the concerned facilities will have opportunities to attend meetings on this issue. This step is key to ensuring everyone affected has an opportunity to voice their opinion and ask questions.
