French giant Colas lands prestigious road maintenance contract in Ontario

Starting August 2026, Colas’s Canadian subsidiary The Miller Group has won a €100 million, seven-year contract to maintain and winterize roads in the Durham Region, east of Toronto. The contract provides for mobilising more than 40 full-time employees to handle routine tasks—patching potholes, trimming vegetation, inspecting drainage systems and repairing guardrails—and, when winter sets in, backing up operations with an additional 160 specialist operators¹.

I still recall cruising down Highway 401 near Whitby on a frigid January morning, watching ploughs carve through drifts thicker than my car’s windshield. Thanks to contracts like this one, that stretch of asphalt stays clearer than most.

Ontario: Canada’s most populous province

With over 16.18 million residents, Ontario accounts for nearly 39 percent of Canada’s population², making it the nation’s economic powerhouse. Bordered by Manitoba, Québec and the Great Lakes, the province contributes approximately 38.2 percent of the country’s GDP³, driven by everything from automotive manufacturing to financial services. Its diverse terrain—from fertile southern farmland to rugged northern forests—demands a versatile approach to road care, one that Colas has proven able to deliver worldwide.

Did you know? Ontario’s Provincial Highway Network spans 16 900 km of roads and 2 880 bridges.

Green initiatives in icy conditions

Colas isn’t stopping at salt spreaders and snowploughs. Under its green innovation pledge, the contract calls for low-emission patrol trucks from day one, with plans to electrify the entire fleet over time⁴. An engine-idling management system will curb unnecessary fuel burn during long winter patrols, while dual-battery emergency kits and battery-powered hand tools will further reduce the project’s carbon footprint. Less diesel, less noise and cleaner air—certainly a welcome change when you’re stumbling out of your car to clear the driveway before work.

Showcasing French engineering excellence

A subsidiary of Bouygues Construction, Colas brings nearly six decades of Canadian experience to the table. “This contract illustrates the Ontario government’s trust in our group,” said François Vachon, Executive Vice President, Canada, in a company press release⁵. With 64 357 employees, 800 works centres and 1 400 production sites in 50 countries⁶, Colas combines global scale with local expertise—a winning formula in a region where safety and reliability can’t be compromised.

A global footprint with local roots

From Parisian boulevards to Ontario highways, Colas has built a reputation as a sustainability-minded partner for critical infrastructure. By blending innovative materials, state-of-the-art equipment and decades of know-how, the group proves that environmental responsibility and economic efficiency can go hand in hand—rain, shine, or snowstorm.
